The Meaning of Jazz Standard Titles

What is meant by the following question?

"Do You Know What It Means To Miss New Orleans?"

* .... to miss New Orleans (being homesick for N.O.), or:
* .... to Miss New Orleans (the annual beauty queen of the Crescent City)..

What does the following Jazz Standard title want to convey?

Not being familiar with Afro-American slang, another title leaving an unclear meaning to me, is

"It Don't Mean A Thing If It Ain't Got That Swing"

* It is meaningless, if it hasn't got Swing, or:
* It doesn't matter, if it hasn't got Swing.

The former is the version, which one would hope to be the right one, as all good Jazz should swing.
Later on, the lyrics continue with "... all you got to do is sing", which would point to the latter interpretation.
